Gstreamer ships with pretty much any modern distro: Ubuntu, Fedora, Gentoo, etc... http://en.wikipedia.org/wiki/GStreamer It isn't very GNOME-specific either, it ships in embedded devices like the Palm Pre, and the Nokia 770 and Nxx Internet tablets.
