Indeed, the fix to roscpp is in ROS 1.0.1 and foreign_relay lives in the boxturtle sandbox (https://code.ros.org/svn/wg-ros-pkg/branches/trunk_boxturtle/sandbox). I did a fair bit of hacking in foreign_relay a few weeks back and can't guarantee the state of things.
