Dear Ofer Chay, PCL is currently available only through ROS, so you need to get a minimum ROS base install first (check http://www.ros.org/wiki/ROS/Installation). We are however working on providing PCL as a standalone library outside ROS. We should have a working version soon. Cheers, Radu.
