As some other poster pointed out, serial_ports is in /opt/ros/cturtle, so it is normal that permission is denied. The question is: why is it trying to build it there? Did you install serial_port from a .deb, or did you put it there yourself? If you put it there yourself, was that the right thing to do (do you intend for it to be made available to all users)? If yes, then build the package as root, and put a ROS_NOBUILD in the package's directory. If no, then put it somewhere in your home directory and add it to your package path.
