The URL has changed, recheck the wiki:
http only, and packages.ros.org:

rosinstall ~/ros
"http://packages.ros.org/cgi-bin/gen_rosinstall.py?rosdistro=diamondback&variant=desktop-full&overlay=no"

this commandline works for me.
