hi Taylor, The documentation in the wiki is correct. I fixed the comments in rosconfig.cmake, r13604 on trunk. This behavior is not ideal, as noted in the wiki: "NOTE: this ordering is a little non-intuitive, in that the setting in the package's CMakeLists.txt is overridden by the settings in the rosconfig.cmake files."
