Yes, as far as I am aware, when Groovy was released, there was no documentation at all about how to properly install package-local python scripts. By now that has changed, I linked to resources in my last post. Another place to change this is here (I missed that before): http://www.ros.org/wiki/catkin/migrating_from_rosbuild so I just changed it there as well. Probably that wiki page misinformation has caused this for the latest batch of catkinized packages.
