We have reviewed the status of the recent REPs and found two of them
still with the status "draft":

REP 140 [1] defines the format version 2 of the package.xml file.
It has been originally announces in July 2013 [2].
Since then it has been iterated on based on the feedback collected in
the ticket [3].
Several people have contributed to the discussion and voted on it.
The complete implementation of the specification has been completed
around spring 2014 and is available in Groovy, Hydro as well as Indigo
since then.

REP 141 [4] defines an updated format of the ROS distribution files
originally (specified in REP 137).
The RFC was sent in December 2013 [5] follewed by the announcement in
January 2014 about the rollout of the new format [6].

We have marked them as "final" now since both REPs have been actively
discussed, reviewed, implemented and deployed.
