The data hosted on downloads.ros.org is already "cloud storage", it's a replicated geographically mirrored ftp site. It's paid for by OSRF, and in general we're committing to anything that we post there will be available as an archive for the life of the codebase. Since the older revisions of the code will stop working if we take down older versions of packages. I've updated the wiki page to point to this category instead of the old ros-release mailing list. But I'd suggest that we not setup new infrastructure. The volume is low and it is good to have full visibility of the changes.
