I don't think a drive-by-release with no plans for maintenance makes much sense. Some of those pending rosdistro PRs have a lot of open issues and PRs on the upstream repo. Just doing a bloom release with no way to fix those issues only half solves the issue of package abandonment. A releaser should at least fork the repo and make themselves a maintainer in the package.xml.
