Yes, the binary release contains the `ros1_bridge` package. It is being compiled with a set of common message packages. If you need to support additional messages you need to build the package from source. In theory yes, you should be able to build the `ros1_bridge` package on Windows. But you will need to build the necessary ROS 1 packages on Windows as well which is certainly not pleasant and well supported.
