This was caused by an indexed repository that had a fork/copied version of filters in it. I've ticketed it upstream: https://github.com/robotican/armadillo2/issues/1 And removed it from the index already. https://github.com/ros/rosdistro/pull/16982 However without any recent changes the doc job hasn't rerun.
