Hi Tobias, I know that an octave wrapper exists for roscpp http://www.ros.org/wiki/rosoct, but I have not used it myself. I've read that octave and Matlab are almost identical, but I don't use either. I also know that the Windows version of ROS is not as supported as the Linux version.
