Redirect to ros-user. Look also at http://answers.ros.org I guess you can download only the packages with apt-get -d install then you should find the *.deb archives in `/var/cache/apt/archives`. Just copy and paste the needed files and install them wherever you want (make sure to satisfy all dependencies). Hope this help.
