The RecommendedRepositoryUsage<http://www.ros.org/wiki/RecommendedRepositoryUsage>page
doesn't mention anything about tutorials. Should tutorials associated
with a package go into that package's git repo, or into the organization to
which that package belongs, or somewhere else entirely?
