rosdep is having trouble detecting your OS. It's falsely detecting Mint instead of lucid. What are your outputs for "lsb_release -sc" and "lsb_release -sr"? Below is a quick patch for Mint 9 support. Which is the error you are getting, but shouldn't be getting because you're not running Mint.
