The $ROS_ROOT/log is a vestigial string from pre-1.0 days. Thanks for catching that.

There is overlap between what roslaunch does and what roscpp/rosconsole/rospy do. This overlap is there based on nothing prevents code from writing to stdout/stderr. roslaunch's logging mechanism is an additional feature to allow you to capture that additional output.

That is unclear from the documentation, also now that I'm looking at it
I am pretty sure the logs end up in ~/.ros/log not $ROS_ROOT/log

     * If 'screen', stdout/stderr from the node will be sent to the
       screen. If 'log', the output will be sent to a log file in
       $ROS_ROOT/log. The default is 'log'.
