As rosmake says, teleop_base depends on the control_toolbox package in the pr2_controllers stack.

You have two options: either install the PR2-specific stacks to get pr2_controllers, or just pull control_toolbox from the wg-ros-pkg repository.  control_toolbox only depends on packages in the ros, common and geometry stacks, which you'll have already installed.
