As detailed in the installation instructions (http://www.ros.org/wiki/ROS/Installation/Ubuntu/SVN), if you are installing from source, you need to install the following packages before ROS: build-essential python-yaml cmake subversion wget

Beyond that (Player/Stage, Code:Blocks) is up to you.
