I just checked my home connection to code.ros.org, and was able to download a deb file with Chrome reporting ~400 KB/s, which is reasonable.

Not sure what's up with your connection to code.ros.org, but have you tried any of the mirrors listed at http://www.ros.org/wiki/ROS/Installation/UbuntuMirrors . If you can install from any of those at a good speed, perhaps your home ISP has some issues routing to code.ros.org?

Was hoping to work from home, so I began installing cturtle binaries (Lucid 64-bit).  My web connection is pretty solid (routinely above 2Mbps to every other source), but the ubuntu packages from code.ros.org are crawling along at a paltry 3kbps.  Even after waiting 24 hours, restarting the install (etc.) the situation has not improved.  This certainly does not occur from the school's pipe, so does anyone know what might be going on?
