It seems like yesterday's 1.2.4 relase of vision_opencv stack has created some broken dependencies with the ubuntu packages:

~$ sudo apt-get install ros-cturtle-base 
Reading package lists... Done

requested an impossible situation or if you are using the unstable
distribution that some required packages have not yet been created
or been moved out of Incoming.

                    Depends: ros-cturtle-ros-tutorials (= 0.2.1-29~lucid) but 0.2.2-29~lucid is to be installed
                    Depends: ros-cturtle-simulator-gazebo (= 1.2.3-29~lucid) but it is not going to be installed
                    Depends: ros-cturtle-vision-opencv (= 1.2.3-29~lucid) but 1.2.4-29~lucid is to be installed
