Hi Eileen,
For now the package exists in an unreleased repository, you can check out the package by:

svn co https://code.ros.org/svn/wg-ros-pkg/branches/trunk_cturtle/stacks/wg_robots_gazebo/pr2_gazebo_wg

Add the path to pr2_gazebo_wg to your ROS_PACKAGE_PATH environment variable and you should be able to proceed as stated in the tutorial.
