I did check to see that I had restricted, universe, and multiverse enabled, and I did an apt-get update at the right step in the right process.  I recall the repository update status going by when I did that.  I'll try again and report back.

first?  I just successfully installed ros-cturtle-pr2all on my
10.04/64-bit machine.  In general, I would recommend other
configurations as pr2all is really heavyweight.  You can always
install individual stacks that you want on top of a lighterweight
configuration like 'base' or 'pr2'.
