In my case, the only thing it says won't be installed is ros-electric-rx. If I try to install it individually, it says it's already installed. If I apt-get remove it, then try installing ros-electric-ros-full (or install ros-electric-rx individually first), I get the same error as before.

The technique for solving this problem goes like this: pick the first
thing it says won't be installed. Try to install just that package. If
the problem re-occurs, recurse. Do this until you get to a package that
provides a specific reason why it won't install, and then fix that
problem.

Iterate.

Why apt doesn't provide better error-reporting in this case is beyond
me.
