There was a problem with synching catkin-pkg to public for some reason which Tully resolved this morning.  This might have caused your problem and later installing it from synaptic worked because it had been fixed.

But still, I had to manually update the python-catkin-pkg using synaptic to get catkin upgraded and catkin stacks compiling again.
Is that expected behaviour?
