For what it's worth, if there are FOSS packages that you think should be in Fedora that aren't, shoot an email to robotics@lists.fedoraproject.org with the info (I'm pretty sure the list doesn't require a subscription, if it does let me know). We can work with you to get packages created, submitted, and reviewed. As for ceres-solver, I took a look this morning and noticed it was packaged and sitting in the Fedora review queue. I took up the review so it should be in the distribution in the coming weeks.
