As previously announced, we will be deploying the new rosdistro format described in REP 141 http://www.ros.org/reps/rep-0141.html this afternoon. 

As this is an atomic change all users interacting with the rosdistro will be required to upgrade the core python dependencies, to use the new rosdistro format. In particular python-rosdistro must be upgraded to at least 0.3. 

Other tools requiring upgrade are rosdep, rosinstall, rosinstall_generator, and bloom. 

During the upgrade these tools are not expected to work. Please hold off on making releases. For updates on the progress we will be updating http://status.ros.org/ as we go. 

We will email here after we have completed the upgrade. We expect to finish this afternoon. We will also include brief instructions on how to update.

Some time today or tomorrow we will be doing the switch in the rosdistro repository (http://github.com/ros/rosdistro). During this time tools like bloom and rosinstall_generator might not work. We will send another email to let people know when we start the process and when we have finished.
