If you don't have all your dependencies available it assumes you cannot build. 

If it's purely a runtime dependency it might be able to build but it won't be installable, so we don't differentiate and build uninstallable debian packages.

Why would this cause ros-hydro-bwi-desktop to not build? We'll be
