Does your /opt/ros/fuerte/setup.sh not have that setting?

$ grep LD_LIBRARY /opt/ros/fuerte/setup.sh
LD_LIBRARY_PATH=/opt/ros/fuerte/lib:$LD_LIBRARY_PATH
export LD_LIBRARY_PATH
