The first patch release for ROS 2 Crystal Clemmys is [out](https://github.com/ros2/ros2/releases/release-crystal-20190117)!

There are some fixes that I'd like to highlight:

* Add a guard against bad allocation in rcl. [ros2/rcl#367](https://github.com/ros2/rcl/pull/367)
* Fix for a segfault when string parameters contain non-ASCII characters. [ros2/rosidl_python#26](https://github.com/ros2/rosidl_python/pull/26)
* Add a generate_permissions verb to sros2. [ros2/sros2#71](https://github.com/ros2/sros2/pull/71)
* Upgrade to support OpenCV 4. [ros2/demos#306](https://github.com/ros2/demos/pull/306) & [ros2/demos#307](https://github.com/ros2/demos/pull/307).

Patch releases will not happen every sync. We'll select an upcoming sync as a patch release as needed to include new features and fixes in core ROS 2 packages. To see what is scheduled for the next patch release you can follow [its tracking issue](https://github.com/ros2/ros2/issues/647).

This was also the first sync for Crystal Clemmys
