[Ros-release] Precise update

To explain the analogy: there is a rising waterline moving up through
the dependency tree that represents what we have converted to use pure
CMake/catkin.  'wet' stacks have been converted, 'dry' stacks use
rosbuild.  The goal is to continue to move the waterline up during
Groovy so that the main binaries use the same toolchain.
