[Ros-release] Buggy version of control_toolbox in shadow-fixed

Yep; I know that now.

I mostly sent this out to demonstrate two things: (1) the ROS team
needs a notification to hold any pending sync if there are known,
blocking bugs and (2) how it might be done in the future, even if it's
too late in this case.
