[Ros-release] Please hold groovy merges

Hi,

I was able to get fuerte and hydro stabilized and released.  Please hold on
new merges for groovy so we can get a sync to public.  We have a lot of
changes built up and we were very close to releasing earlier today, but now
have several packages not building.

I'm going to look closer at the packages not building.  OMPL seems to be
timing out in it's unit tests.  I will dig into more in the morning.
