[ros-release] Build failed due to `ar`: command not found

Yes, ccache is there and available. But the build of the sdk is calling the
full path to /usr/lib/ccache/ar but ccache doesn't install a different
version of ar in that location. You need to look into that build rule and
find out why it's trying to use ar from that directory.
