[ros-release] Please update gazebo to latest 1.9.3 version

Dear ROS releasing ninjas:

I would like to request the update of gazebo, from current 1.9.2 to our 
latest 1.9.3 version. It is ABI compatible, as it is the policy for 
releases on the same major branch.
