[ros-release] broken package hold sync

Hi Shaun and Jihoon,

Thanks for letting me know. We'll hold they sync pending feedback. But
please try to get back soon. We have built up quite a queue of packages for
release.

We also look to have a hydro regression at the moment in rosjava_messages
related to the removal of nao_msgs
