[ros-release] Hydro and Indigo sync pending

I'll report here again when the issue is resolved. Also, we can try
letting the users of the associated packages hold updating the
packages so that you can still move on, since I don't want to block
the public sync (maybe) in the last minute.

How severe: Robot wouldn't function at all.
Affected users: at least a few dozens in the industry and schools AFA
I'm aware of.
