[ros-release] Releasing v1.6.16 of pr2_robot and and v1.1.14 of pr2_description for Indigo

Hi all,

I'd like to get these two packages synced from shadow-fixed to the main
server. The packages contain updates which add Kinect 2 functionality on
the PR2 including new meshes and URDFs in pr2_description and new launch
files in pr2_bringup. If you need any other information, let me know!
