[ros-release] check_blocking_repos script

Hi Ruben,

Thanks we'll go ahead and do that. If you could give @wjwwood or @tfoote
access to the release repo https://github.com/smits/orocos-kdl-release we
can push to the same location so we won't have to switch urls in the
future.
