[ros-users] Lidar Tilt and Rotating Mounts

We have designs for a tilt mount for a Hokuyo (GA Tech also has a
design on their wiki).
If Hokuyo is still an option for you, this is far easier.
If it needs to be for a Sick you could have a look at the modules from Schunk.
