I think some things may have been missing in cturtle before a release on
June 22.  It sounds like you aren't up-to-date at least on
pr2_arm_navigation_tutorials and perhaps some other packages dealing with
arm navigation.  I've just confirmed that everything should be there in
cturtle-alpha-3, which includes pr2_arm_navigation-0.2.3.  Let us know if
you get up-to-date and continue to have problems.
