That package is not part of the base ros install, so you have to install
it yourself.

cd $ROS_PACKAGE_PATH
svn co https://tum-ros-pkg.svn.sourceforge.net/svnroot/tum-ros-pkg
cd tum-ros-pkg/perception/people_detector_2d_laser/
rosmake --rosdep-install
