[ros-users] use_sim_time

We should have a rosbag tutorial (is that the right place?) on playing back
with simulated time... I cover this a bit at the end of the image_geometry
tutorial (link<http://www.ros.org/wiki/image_geometry/Tutorials/ProjectTfFrameToImage>)
but not everyone is going to see that.
