[ros-users] REP 0009, ABI Compatibility, is now Active

Hey all,

REP 0009, which provides requirements for ABI compatibility between patch
releases for post-1.0 stacks is now in effect.  If you're releasing stacks
into Diamondback you should read through it and make sure you understand its
implications for what you can and cannot do in a patch release.
