[ros-users] REP 113: ROS Electric Variants

Thanks everyone for participating in the REP process. I'm marking REP
113 active.

Side note: a small edit to REP 108 was made to correct an incorrect
specification of the 'simulators' variant, which was specified twice.
The second spec was incorrect.
