[ros-users] Bad links in generated API doc

Hi,

the links generated on http://www.ros.org/doc/api/licenses.html are wrong.

Instead of
   http://www.ros.org/tmp/doc/PACKAGE/*
they should point to
     http://www.ros.org/doc/api/PACKAGE/*
