Mercurial was temporarily required during the eigen2->3 switch. I forgot to
remove the rosdep dependency I temporarily added during the changeover.
I've ticketed to remove it https://code.ros.org/trac/ros-pkg/ticket/4785  It
will warn, but not break anything.
