$300 is pretty low, but if you have your own laptop, you can make it
happen.  

Dan was right, the popular (and my favorite as well) choice is the
iRobot Create. I'm working on a project to make a good mounting for the
Kinect on the Create (or the Roomba) and put a computer on board:

And so is Willow Garage! (It's just a good idea.)

A couple notes: be careful about the $130 price tag: it only buys you
the robot, and you have to supply non-rechargable batteries, which can
get really annoying  (and costly) after a while.
the price with rechargable battery and charger is $219.

Also, if you are a vision guy, and that $300 is a hard constraint, I
might recommend the Rovio - it has a webcam and already has ROS drivers!
