[ros-users] [ros-pkg] #4887: Extend pluginlib with more info and explicit unloading

I have updated the patch for https://code.ros.org/trac/ros-pkg/ticket/4887 according to the feedback on the mailing list.

Furthermore I have added more information about the API changes to the "Implementation" section of REP 116.
Could someone with write access update it with the attached version?
