[ros-users] ros.org server space for installation files

release maintainers have access to an SVN repo that we store binaries in:

https://code.ros.org/svn/release/download/thirdparty/

Please try to put .tar.gzs in appropriately named subdirectories (we
need to clean up the top-level directory)
